Reynold D. “Dale” Richwine, P.E., started the company in 1997.  The company is based in Beaverton, Oregon.  Dale has over 36 years experience in the planning, operations, design and management of wastewater treatment plants.  Dale has established a network of associated companies and individuals with specialized wastewater expertise that allows Richwine Environmental, Inc. to provide the technology of the large firm with the personalized service and the cost-effectiveness of the smaller firm.
